Andy Street: 15 years on, we can finally heal the scars of MG Rover’s collapse

The battle to protect our economy from Coronavirus has brought comparisons with previous downturns, re-examining past recessions and reminding us of the impact felt when major industrial players have collapsed.

The levels of borrowing outlined last week by Rishi Sunak are testament to the unprecedented efforts being made by Government to draw on past experiences and protect jobs as we face a new kind of recession.

Here in the West Midlands, there remain acres upon acres of former industrial land which remind us of previous slumps. With government backing, we are now reclaiming these eyesores to provide new homes and job opportunities.

And as we face this latest challenge, I am hopeful that we will finally heal one of the biggest, and most painful, of these scars. Longbridge, in Birmingham, offers an opportunity to use this economic crisis to erase the results of an infamous economic shockwave.

Completing the regeneration of Longbridge would be a powerful example of Conservative policy actively “levelling up” the economy. For 15 years, local people have waited to see this site fully reclaimed. Let’s show them that after three years under a Conservative mayor, and with a new Conservative MP in place, we are ready to deliver it.

For anyone whose roots are in the West Midlands, car making holds a special place in our hearts. As someone brought up in Northfield, just up the road from the famous Longbridge car plant, I am also very conscious of the past of our car industry. Home of “the Austin”, Longbridge at its 1960s zenith was one of the world’s biggest car factories, employing tens of thousands of people producing ground-breaking vehicles like the Mini.

Then, of course, came the painful decline through the disastrous British Leyland years and beyond. The causes of that decline are still the cause of much debate, but no-one can argue about the individual and collective pain that each job loss brought.

This culminated 15 years ago in the collapse of MG Rover, with the loss of the remaining 6,000 jobs. It remains one of the darkest days in the history of Birmingham and the West Midlands.

Psychologically, the closure dented the confidence of a region with a proud automotive pedigree. Economically, MG Rover’s collapse impacted on the thousands of people who worked for the firm and the massive supply chain that supported it.

Physically, when MG Rover shut its gates for the last time it left behind a vast industrial site that reminded us of the closure.

Since then, much of the site has been redeveloped. Developer St Modwen has shown real ambition and vision, effectively building a new town centre on part of site, which also boasts a fantastic college. Aquapak, a firm at the cutting edge of recycled polymers, recently welcomed Alok Sharma to their premises on the new business park there.

The old MG Rover site is being reshaped by a sustainable mix of businesses and housing redevelopment, including state-of-the-art senior living. Yet every time I pass Longbridge, I look across to the parts that remain empty and think about what it once meant for local jobs.

Now I’m determined to complete the regeneration of Longbridge, reclaiming a site that once represented one of our region’s most established industries, by applying one of our newest.

In the last year I have been joined by fellow Brummie Gary Sambrook, the Conservative MP for the area, in this ambition. He has been working with developer St. Modwen to get MG Rover’s “West Works” site redeveloped, and once again generating opportunity for local people.

Together we are promoting Longbridge’s strong business case to be a critical site for Government support through the Urban Transformation Fund. That’s why I submitted Longbridge to Government as one of our region’s top funding bids and it is why Sambrook passionately pitched it to the Chancellor last week in the Commons debate on the Spending Review.

To put it simply, this derelict site – which has been levelled for years – could provide a quite profound and tangible example of “levelling up” in action, and illustrate the West Midlands ability to bounce back from adversity.

That ability is also reflected in the land reclamation technology being pioneered here, which up until the pandemic hit, was cleaning up derelict eyesores like Longbridge and helping us build new homes at record numbers, through our “brownfield first” policy.

The exciting investment in the National Brownfield Institute at Wolverhampton will cement our position as a national leader in remediation and construction technology.

It is fitting that this example of West Midlands 21st Century innovation can be put to use to “level up” Longbridge, given its links to our industrial heritage.

Of course, there is another reason why the fate of the remaining Longbridge site would resonate so much now. The automotive industry is facing huge challenges. The sector is going through a revolution, illustrated by the Government’s ambitious decision to stop the production of petrol and diesel cars in 2030.

Longbridge stood as a reminder of what happens when we fail to invest in our automotive sector. The promise of £500 million in the Spending Review, to back electric battery technology and production shows the resolve not let this happen again. That’s why the Gigafactory that is so critical to our automotive future must be built in the West Midlands.

Longbridge may, sadly, never produce another car – but the site can produce quality new jobs for local people. With a new Gigafactory, we can recharge the automotive industry 15 years after MG Rover’s collapse.

By backing the regeneration of Longbridge, while investing in the West Midland’s automotive future, the Government can not only accelerate its ambitions to “level up” the economy – it can also drive home a profound message about our ability as a nation to bounce back.

Gary Sambrook: The Government is delivering on its promises to reform Britain’s broken immigration system

Gary Sambrook is the Conservative MP for Birmingham Northfield.

For many years, members of the public have repeatedly asked politicians to reform our broken immigration system and introduce an Australian-style points based one. In constituencies like mine people were tired of MPs talking tough, and delivering little change. But from January 1 we will have that new points-based system, which will be firm but fair. Today the Home Secretary has set out new measures which will introduce new tougher rules for EU citizens at the border, in line with existing rules for non-EU citizens.

This parity will send a clear message to British people that this Home Secretary means business.

When I talk to people in my constituency, which returned a Conservative MP last year for the first time in 27 years, they are concerned about crime and safety in their communities. That’s why replacing these softer EU rules with stronger border controls will make the UK a safer place and fulfil our pledge to deliver on the people’s priorities.

EU rules currently require the Home Office to demonstrate that EU criminals present a genuine, present and sufficiently serious threat affecting one of the fundamental interests of society (these include social harm, maintaining public order, and extremism) in order to restrict their free movement rights. This decision cannot be based solely on the criminal conviction, even if it was for murder or rape.

These new rules will mean:

  • Foreign criminals sentenced to at least a year in jail will be banned from entering the UK.
  • Foreign criminals sentenced to less than a year in jail could still be banned, with the Home Office considering on a case-by-case basis their full criminal history and whether they have ties to the UK such as family members.
  • Foreign criminals who haven’t received a prison sentence could also be banned from entering the UK if they have committed persistent sexual offences, or committed a crime and want to enter the UK for the first time

It is absolutely right that we take these tough measures to help keep our streets safe, reduce crime and bring trust back into the immigration system.

EU rules have forced us to allow dangerous foreign criminals, who abuse our values and threaten our way of life, onto our streets for far too long, and people have had enough.

Regardless of nationality these rules will mean the UK is safer thanks to firmer and fairer border controls where foreign criminals will be treated the same, no matter what country they originate from.

An example of where these tough new rules will help keep the UK safe. Person A is a non-resident EU citizen with a conviction for rape in 2010 where they were sentenced to eight years in prison. Today, they could be admitted to the UK because they have not offended since and it can’t be demonstrated that they currently pose a present and sufficiently serious threat to society as required under EU law. However, next year, they can be refused entry to the UK because they have had a custodial sentence of at least a year.

Or another example: Person B is a non-EU citizen with numerous convictions for low-level offending over a period of years. Under the current rules, discretion can be exercised to grant them entry, but under the new rules, as a persistent offender, they would be refused entry to from the UK.

Not only is the Government making the UK border safer and more secure, it is providing the police with more powers to protect the public in new powers granted by the Extradition Act. It gives them the power to detain international criminals without having to apply for a UK arrest warrant first.

As Parliament nears the end of its scrutiny of the Immigration Bill, it is crucial that we remember why we are introducing this new system. Last year the people of the United Kingdom gave us a clear, and substantial, mandate for change. Leaving the European Union, as many of us have made the case before, will give us an opportunity to do things differently and there is no clearer example than immigration.

The British public can be assured that this Prime Minister, and Home Secretary, get it. And are delivering on those promises.

Andy Street: One, two, three – it’s a hat-trick of coming Conservative Party conferences for Birmingham

For years, the Party conference season was synonymous with the seaside. With the Commons in recess, delegates headed to places like Blackpool, Bournemouth and Brighton, to shape policy in the midst of seaside rock and ‘kiss me quick’ hats.

All that changed in 2008, with a bold decision that sent an important message about Conservative commitment to urban, modern Britain. The conference came to Brum. Last week, I was delighted when Amanda Milling returned here to announce that we will be hosting three more conferences – in 2022, 2024 and 2026.

It was an announcement that was greeted with real excitement. Birmingham is a hospitality city, with exhibition and conference venues that have made us leaders in “business tourism” in the UK.

Holding the Party Conference brings great benefits, both economic and more symbolic ones.

Firstly, of course, Conference brings income to the host city – estimated to be worth £20 million for each conference. This is great news for the region’s economy and jobs as we attempt to safely restart the economy post lockdown.

Major conference and exhibition venues like the NEC and ICC directly employ many thousands of local people, and the West Midlands’ hospitality sector also supports a region-wide supply chain, from hotels, restaurants, bars, events companies, and marketers. This vital sector was brought to a complete halt by Coronavirus. It is no wonder last week’s announcement was so well received, coming hot on the heels of the Prime Minister’s announcement that exhibitions could reopen from October 1.

Secondly, the return of Conference to Brum gives us an opportunity to underline our region’s relationship with and connection to Government – bringing, since 2010, the whole Government to the region. Much has been said about the need for Government to escape their South East bubble to connect more with communities north of Watford. By relocating to Birmingham for Conference, ministers will see first-hand how their investments, guided by devolved decision-making and local expertise, are helping level-up the economy.

Thirdly it gives us the chance to showcase the City and wider region. While the traditional warm Brummie welcome hasn’t changed, delegates and the media will notice plenty of visible improvements to Birmingham. They highlight the renaissance that has transformed the Second City in recent years and is set to continue.

When delegates arrive in 2022, a better-connected Birmingham will still be buzzing with the afterglow of the summer’s Commonwealth Games. Trams will have once again become a familiar sight, running past the Conference venue, the length of Broad Street and out towards Edgbaston. We will have seen further huge improvements in the City’s transport network – with the complete rebuilding of University Station (winning Government funding last week).

New, first-generation Sprint bus routes, which months before shuttled international spectators between Commonwealth Games venues, will be bringing people to a city centre transformed by the completion of the £700 million Paradise development. By 2022 Birmingham’s bold, bright new future will be firmly here.

Finally, the location of the annual conference reiterates the political importance of the UK’s cities to our party. When David Cameron moved our annual conference from the traditional seaside setting to our great cities it underlined the party’s ambition to win again in urban Britain. After all, until 1997 those cities contributed an important cohort of MPs and Cabinet Ministers to Conservative Government.

However, that drive to win back urban Britain has proved an elusive challenge, despite the election victories of 2010 and 2015. Even when the “red wall” was breached in 2019 Labour bastions in Manchester, Liverpool, Sheffield and Leeds proved resistant. Indeed, of these cities, only Leeds has conservative councillors.

For this entire period, the only Conservative MP in any of our great cities was Andrew Mitchell in Sutton Coldfield. But it was in Brum that the break-through came. In 2019, for the first time since 1987, the Party gained a big city seat – Birmingham Northfield. This was a hugely important and symbolic win for the Party, showing we can win in cities again.

More importantly it has given the people of Northfield constituency a dedicated, effective and sincere champion in Gary Sambrook. Gary has already proved tenacious in fighting for his area – and is pushing, for instance, for further regeneration of the former Rover factory site at Longbridge. Much has already been done to reclaim what had been a derelict eyesore for many years – but Northfield’s new MP is determined to create even more jobs and opportunities there.

Birmingham also sets the pace when it comes to Conservative representation on local authorities in urban Britain. Unlike the other big cities of Manchester, Liverpool and Sheffield, the Conservatives have run the council here in recent memory and retain a strong, influential base of councillors, led by indomitable campaigner Robert Alden.

In the last local elections Labour’s majority across a city of ten parliamentary constituencies comprised just 4483 votes – less than 500 per constituency, a tiny majority. Indeed, when you consider that my own majority averages 135 in each constituency, it shows how closely fought elections are in our area.

There is a real possibility that when delegates arrive in Birmingham for the conference in 2022, they will be visiting a growing city of more than a million people with a Conservative-led Council. If we are serious in our ambition to be a party that reflects a modern and diverse Britain, achieving this outcome must be a reality.
